How We Review: Criteria, Evidence and Limits

A reader should be able to audit a guide. This page lists the criteria KUBRAPLUS applies to operators, the evidence it accepts and the questions it leaves open. KUBRAPLUS is an independent guide and not a casino. It takes no deposits and runs no games. It is for readers 21+, and it publishes neither scores nor rankings.

How to read our descriptions

Each operator page walks through the seven criteria and says what evidence was found. Where accepted evidence is missing, the page says so in plain words. It does not infer bad intent from a gap, and it does not infer safety from a full set. A complete set of disclosures tells you an operator has written things down. It does not tell you how the operator behaves.

The 'not accepted' column in the table matters as much as the first two. Much of what circulates about operators comes from agents, chat groups and reposted screenshots. None of that counts here, however confident it sounds, because a reader cannot go back to it later and hold anyone to it. If a statement is not on the operator's own domain or a public register, we leave it out.

Things we can establish

  • The presence or absence of published information on a stated date.
  • A match, or no match, on PAGCOR's public list.
  • Public facts about rails. InstaPay is real-time and capped per transaction. PESONet is batch-settled on banking days.
  • Whether an app appears in Google Play or the App Store.

Things we cannot establish

Processing times, fees, minimum amounts and bonus values are set by the operator and may change at any moment. We do not print them as facts. Check the operator's cashier page. We cannot observe game fairness, internal controls or how a complaint will be handled. We do not claim to have tested accounts, deposits or withdrawals, and no description depends on such a test.

Commercial relationships

Some outbound links may be partner links, and the site may earn a commission when a reader registers through one. The rule that protects readers is short: no payment changes wording. Evidence is reported as found, gaps are reported as gaps, and neither can be bought.

Why descriptions and not scores

Scores and rankings imply a comparison we are not in a position to make, since the things that matter most to a player, such as payout behaviour, are the things we cannot see. A description of evidence is the most a guide can honestly offer.

Review dates

Pages carry a modified date. Operators revise their sites often, so check the operator's current pages before depositing and treat them as the authority where they differ from ours.

Frequently Asked Questions

What evidence does KUBRAPLUS accept?

Only material on the operator's own domain, the regulator's public list, official app stores and the public rules of payment rails.

Does a complete set of disclosures mean an operator is safe?

No. It means the operator has published the information. Behaviour in a dispute cannot be verified from outside.

Do partner links influence descriptions?

No. Links may earn a commission, and no payment changes wording.

Is KUBRAPLUS an operator?

No. It is an independent guide for adults 21+. It takes no deposits and runs no games.

Before You Choose an Operator

Compare PAGCOR-licensed operators, read the bonus terms and set a budget before you deposit.
